Seeds in the mail

Hi,
Does anyone know if a non-dealer, just a regular person, if that person (who lives in Germany) were to send another person (who lives in the USA) some seeds (legal in both countries and not endangered) through the mail would the sender or receiver: 1. Have to get a permit to send the seeds? Have to get a permit to receive the seeds? 2. Have to declare the seeds for customs? 3. Would the seeds be damaged in the mail (abuse or sterilization or heat) Also can anyone explain CITIES to me, I have read about it, but I don't really understand it yet. I suppose I could read even more, but I have spent some time researching it and am still having a bit of trouble with it.

(1) Most seeds are fine. There are exceptions, such as those which are considered undesirable, a disease threat or illegal.
(2) Of course. Why wouldn't you? If they're legal!
(3) You always run the risk of possible damage. But if worried, spend the extra money and send the seeds in two stages -- cut down the chances something bad will happen.
I have no idea what CITIES is.

Psychonaut is about right on the first 2. on 3. yes there is always a possiblity of loss or damage but with seeds they are generally small and hard so they resist a lot of damage that say glass or wood would take from mailing abuse. but I have no idea what you mean by CITIES. unless you mean cities like chicago, berlin, paris. LOL the whole you being german and me being american is conflicting here somewhere.

CITIES is list of endangered animals and plants. thay have certain regulations that are to be followed. its just so that the government can make sure whats going where....and make sure you wont get plants to places tat the might harm the local eco-system:)
further along with the cities there are certain "appendixes" that some plants and animals fall under

If that's what CITIES is, I wouldn't worry your little head about it. Go ahead and ship those seeds.

CITES is bullshit, I hate them, but I am biased I guess... They deal with endangered plants mostly... Prolly the plants they hurt most are in the ORCHIDAE family...
