...in the fact that somebody in the President's cabinet in the Executive Branch of a democratic republic is named the Drug Czar?

But I'd really like to know the history behind the title of Drug Czar. I'm guessing it came from Criminal Cocksucker George Bush Uno or Criminal Cocksucker Ronald Reagan.
