Midgets on LSD.

The title of this video was "Midgets on LSD" and it certainly seems that way.  It's old black and white footage of midgets (really tiny ones) cackling and throwing shit everywhere, getting drunk....


Can someone tell me where the hell this came from?  I need a back story :rofl:
