what if u try to start pinning early will it jus take longer or it wont happen at all? i started a casing 3 days in dark and this is the 4th day in light nuttin new looks like its happining what should i do?

you should wait until you can at least see some mycelium comin' through the casing layer... then you can start initiating pinning, however it's better to wait a week +/- to allow the casing to become anywhere from 10-30% colonized. don't wait too long though, or you'll be faced with overlay. just have patience and if mycelium never shows up, it means it's either dead (not likely), your growing conditions are way off, or you matted down the casing layer too much (it needs to be loose to allow the mycelium to colonize). good luck, and if you initiated pinning this early it probably won't hurt, it will just take longer to flush. my guess anyway

ok i only let this casing sit for 3 days in dark this pic shows that there is very little mycelium poping up but its there the blue circle shows where the mycelium is like right under the moist verm layer in fact if u touch it u can see a big blob of verm move so it is spreading the red circle looks to me like cob web i been traeting if for 3 days ever since i took it out of dark everytime i treat it looks like it gose away but after like a hour it looks the same hasnt been getting bigger hope its not mycelium.
my humidity is stable at 99% and temp is at 70-75

Just wait a bit. As long as you don't have cob-web, everything should be cool.

allright... well the mycelium that's popping up is good, you will want to patch it with some fresh moist casing material. then i'd advise you to make sure the entire casing isn't too dry (shouldn't be since your rh was 99%) and if it is, just mist a few times. then wrap it in foil and try to keep it around 80?F if you can (no biggie if you can't). just let it sit for 2 days, but make sure you had patched all signs of breakthrough mycelium with some fresh casing. the idea is to let all the mycelium reach the surface at the same time to make for a nice even pinset, which results in a nice flush 
so after the 2 days is up, check in on it and see if the mycelium is comin' through..if it is, throw the casing back in your terrarium - but make sure to keep your rh around 75-80%. casings do not need so much moisture as do cakes, because the casing layer provides a humid micro-climate in itself. so once you put your casin' in the terrarium, make sure to fan it with the lid of the terrarium/book/whatever. if the casing starts to get dry, mist the terrarium after you fan it to boost humidity.
as far as lighting goes, you can just give it a couple hours a day, or 12 hours a day, whatever you want really. after pins form (about one week after throwin' the casing in the terrarium) make sure not to mist directly on them, and just keep making sure the casing gets fresh air frequently. try to shoot for fanning every four hours although if you miss one or two it won't kill ya.
