Some peony type, looks like Papaver Somniferum.

They're big though man, nice fat pods.

The leaves are different from the Oriental Poppy.

just cut them off, hang theem till dry with as much plant as possible,
then grind up and extract however you see fit,

Watery latex... possibly because the poppies have been well watered. Which is also a sign that their owner isn't cultivating them for opium, since opium-growers cut down on watering near harvest time to allow for better results from lancing.

Usually with the very first cut when you lance, it will come out fast and drip. You need to make your cuts quickly. And you'll need harvest from about 10 to 15 pods to make anything worth your while. I've got a neighbor with a bunch of somnis too, and I just lance them one night, and harvest them the next while no one is looking.

The first slice you make while lancing always drips quickly because there is pressure in each pod, and when you slice it, the pressure releases, so you want to make your incisions quicky to evenly distribute the pressure to each incision. You can make a tool that slices 2 to 3 cuts per stroke, which would be ideal. I would just lance them one night, then come back the next and scrape your harvest while no one is looking. It's not like they'll care. You're not ruining their flowers, which is all they care about anyways. You're just slicing the pod which comes after the flower.

Stealing pods from the plants is definitely going to alert the neighbors that something is going on.

Lancing is obvious enough as it is, but just plain cutting their plants is bound to draw attention.

If one of my neighbors did that to MY poppies, I'd watch for them and catch them in the act, and make damn sure they were too scared to do it again.

Of course, I would want the opium for myself, unlike your neighbors, but still... they're not likely to be too happy if they get privy to the fact that their neighbor is procuring opium at their expense... especially since if they find out and don't do anything they become guilty of conspiracy
