Well, since actually ripping the DVD and isolating a clip would be kinda time-consuming, I'd just recommend finding the frames you want in your DVD player and doing a screencapture on them.

You would have to use two programs. One to rip the DVD and another to convert the files to Mpeg or something similar.
Then you would need an editor to select the clip. But I supose that you could just use a good editor for all of that. Maby Adobe premier?
I just riped a clip from 24 the series.. I used Magix Music Maker to record a clip of the ring tone the phones they have at CTU, then I used BITPIM to make it the ringtone for my cell phone.

you can use dvd decoder or dvd shrink to rip the dvd, not sure about turning images into jpegs though. i know screenshots wont work if you play the clip in a normal media player, or aleast thats how it is for me.

if you can rip the dvd to a suitable format such as .wmv, .avi, .mpeg, etc. you can do screenshots on windows movie editor, and use a gif animator to connect the pix to a make a .gif file.

You can take screen shots with most DVD player progies for your PC. But I dont think he wants to just save a few pics.
Ill bet that their is a movie editor program that will let you do it. You could do it with my music editor but it wont read DVDs or record DVDs. Any editor that reads and writes DVDs for sure should let you highlight a clip from any reel and save it.
So far two people have noticed my ringtone as the one from 24. Ive been making ringtones from Mp3s for friends and with a program named "tone this" I can format and upload any clips to just about any phone.
Who wants one?
