I think that "the people" feel like "one of their own" made it to the top and speaks for all of them.

THey feel like he's really a cowboy.

WHen in reality he was born and raised in the northeastern part of the country and only moved to Texas after he was a grown-up. I hesitate to call the accent an act, because I think he's actually convinced himself of his identity.
