I do not live in Washington, and canot answer your first question, but sporeprints vary widely in color. Generally speaking, the color of the print can be used to key, or come close to keying the mushroom to its genus. Usually purple-brown for psilocybes. Black is a color which is common to more than one genus. Without a picture, or at least more information a black spore print means nothing. You may have a panaeolus mushroom, or maybe not, who knows?
