1) You got the moisture content right. For future references, 1 part BRF, 2 parts verm and 1 part water.
2) Not "too" tight. The substrate needs to breathe.
3) Steaming won't dry your substrate. Excessive pressure cooking will.

Maybe you didnt shake your syringe inbetween innoculations and spores didnt get to all areas of the substrate equally.

Cobweb mold rarely infects jars. Yes, it's possible, although unlikely. Cobweb is grey, not white.
