Attaching 5mw green laser diodes to poi numchuks? Eye damage?

I am currently making some numchucks poi spinning things that in which I am going to take to that event you see down at the bottom. My question is: Will a 5mw green laser beam damage peoples eyes even if it is only within contact of the retina for a few milliseconds?--Larger MW can be purchased legally but they are not regualted by the FDA for novelty use...only 5mw and below are. I dont want to bring my shit into this rave just to have it confiscated at the front door or blind a bunch of kids.....any suggestions?
Sorry for postin in the pub but this is not really a physical and mental health issue----Im checkin out for the evening but would appreciate any responses!

yeah even a few seconds will do some damage, and im sure that people are goingn to be staring right at them, with list of cumulitive exposure
