ammonia smell in manure?

So a friend bought a new brand of manure to compare with previous brands. He opened the bag and took a whiff, and there was a smell of ammonia. Have you guys ever noticed this before? Will the smell go away after pasteurisation? Do you think it is fit to spawn or will it not work?
fyi. it was natures pride brand dehydrated manure and humus. He is pasteurising it right now (162 F for probably 2 hrs)

Ammonia smell = BAD. I wouldn't risk it.

It means the bag is still composting. Leave it somewhere warm for a week. Then open it up and use it.
