Your postal system is fucked up. Basically every single piece of international mail is flying in and out of the country. Every time they trade missiles planes are diverted and the backlog gets longer and longer. I don't think it's "security", I think it's a postal system that is overwhelmed and "losing" packages to get caught up. They do this in Canada too sometimes.
