Those are Cortinarius, from genus Sericeocybe. There are several species that are very similar in appearance to them. Cortinarius are very difficult to identify accurately to species.
Although probably not poisonous, I wouldn't eat them. There are a few species of Cortinarius that are deadly poisonous, but the vast majority are unknown, mostly due to the difficulty of identifying them accurately.
