Sprouting seeds

so i took some seeds out of a jalapeno from wal mart and put them in a damp paper towel in a plastic bag like i remember doing in school as a kid, however after about a week and a half they havent done shit lol. just looking for advice on sprouting seeds

Keep the paper towel moist and at about 85F and they should germinate.

High temp is key for peppers. As inski said, 85F is ideal.

oh damn, i had them on a window sill and its kinda cold here. any tips for keeping them warm when its below freezing outside?

Heat pad or close to a radiator. A heating pad doesn’t run you a lot and it’s efficient to have when germinating a lot of seed types.

You might get those to sprout, then they need to be moved, which is likely to damage kill or weaken.
what i might suggest (if you want actual pepper plants and not to just to sprout the seeds in a bag)

Remove pepper seeds and let dry on piece of paper. (this helps form a protective skin for the seeds)
After dry, plant in a small pot or cup of potting soil. about 1/2 inch deep. maybe 3 or 4 seeds each.
Holes in the bottom, so water doesn't collect and kill roots, and water it whenever the soil looks dry.

Keep in a well lit, room-temperature place, not to hot or cold, near a bright light would be perfect.
A window sill could work, if there is not a freezing draft, or direct sun that can dry out/kill the plant..
Only aloe grows in my window because it gets to hot and dry there. (though it appears not hot at all)

if several sprout in the same cup, they can be moved to another cup, or just remove the weaker ones..
After plant is past seedling stage, you can move into larger pot, or plant in ground after the last frost.
