I think this has something to do with OTD.  Whenever the post traffic in OTD goes up, the server has to run harder to keep up with the traffic.  When the traffic goes back down, the server takes a while to figure out that things have slowed down, so it gets a bit ahead of itself...  :grin:

If it hasn't been adjusted for DST (or lack thereof), then you are correct.
If it was, then I am correct.

I will change my offset by 1 hour, for now.
