There are two theory's out there. One being that he was a DEA informant on a meth lab. The other i read in a thread where members interviewed him and when asked about being an informant he says that the DEA would tell the public people were informants to make their own culture turn on them ( as you can see by all the " Fuck that Rat" etc etc that ends up in threads about him) But he was in jail long before that torture happened and whats sicking is that Skinner got to be a free man and protected informant and do such things will William Pickard was imprisoned. No doubt that informant file has some things that they want to stay hidden. Much luck to you today William! Im glad to see things are still being appealed and he stays fighting for his freedom. He was definitely an informant. He was informing on smalltime people, typically "harder drugs" to keep himself safe despite arrests throughout the 70s and 80s. In '88 when arrested with his full lab, he was sentenced to 5-7 years yet only served 18 months. It is alleged based on this that he was the "rat" that led the the bust of part of the Rose family in 1993. They sold over 45 grams over a 4 years period. I can provide links to some articles on the bust but obviously there's no mention of an informant. Not to mention I can't find any info on them being incarcerated other than an appeal from 1995.

Supposedly, this is why Donnie Shackleford was one of the only chemists producing after Pickard was arrested in 2000. Most of the families shut down production because they assumed Pickard would rat again. Pickard wasn't directly responsible for the 90% drop in LSD in the early 2000's like the DEA claims, but he was indirectly responisible.

Indeed Pickard was a snitch.
He started snitching in 1988 when his LSD lab was busted.
He knew other Chemist producing LSD and they all refused to work with him anymore. That is how he teamed up with Skinner who was a real shady character and also a snitch.
Skinner got paranoid and thought shit was hitting the fan when it wasn't. He threw Pickard under the bus to save himself.
When Pickard went down, it scared other chemist into hiding for fear of him snitching on them. Pickard also snitched on his source for ET which was used by a lot of other chemist in the late 90s/early 2000s. Thus, making it harder to source to make LSD.

Couple that with people too scared to syth, you got this "90%" drop in LSD supply that occurred in the years after the bust.

Pickard asked for clarification that the unsealing is the Kansas Court's DEA file on Skinner, not DEA HQ file. FOIA hearing in San Francisco May 9th.

When did he supposedly snitch on his source? If it was the 2003 case there is no way....why would he snitch with 2 life sentences and no deal or plea bargain? What advantages would that provide to him? If you meant the '88 bust then that's different.

Ok I signed up just to say something about Pickard.

As someone who stays in contact with all sorts of interesting people I feel I need to say something about Pickard since lots of well meaning people out here seem to either be in denial, or just ignorant in the nicest sense of the word.

Pickard is a documented rat...and yeah sometimes rats get life or otherwise huge sentences, him having one does not mean he is not a rat. Is Anthony Casso not a rat all of a sudden? Carlos Lehder? White Boy Rick? I could go and on...

Anyway that is how it is seen inside...if you do not believe me go look into what kind of prison USP Tuscon is and you might notice the large amount of sex offenders there, along with known rats (Whitey Bulger...another rat lifer) ex-cops (Louis Eppolito) and other prisoners whose security level dictates they be placed in a USP but who would not make it on the main line in most pens in the BOP.

If you really want to do something nice there are plenty of stand up guys who are locked up because of the drug war. It really does almost impress me how many people Pickard has fooled here...
