How does a shy guy get out of the friend zone?

So, I'm beginning to fall for my neighbor, even though she's moving cross state in 6 weeks or so.

I give compliments/hints, and they are either ignored, or she just gets a blank look and says "why?"
We text sweet dreams at night, and I sort of held/played with her hand the other day while she drove. (It was mutual, I just initiated, and she smiled the whole time.)
She parked at her apt, and I walked with her to her door, thinking we might have had a breakthrough, and well, honestly, the skin contact kinda made me horny.
I said "Wanna hang out a while?"
She said no, and went in.

Grrr.

Any advice?

The friend zone. Been there before, but never again except when i want to be.
Once you're in there, it is very hard to get out of. It is much more effective to avoid being put in there. To get out of there you will have to do some things you may not be comfortable doing, and it will change the complete dynamic of you current relationship with her; and then there is the possibility she won't respond well to such an abrupt change and end the friendship.

If you want to skip the hard work, you could do this and it might actually work. It will cause a friction between the two of you that may be the exact abrupt change needed. Don't ask, just grab her when things seem nice, and kiss rape her. If things don't go down well; make sure you go out that night with some other friends, and pick up; or at the very least associate with heaps of women, but make sure you get some pictures and post them on Facebook. This neighbor will see the pictures and be intrigued. She will begin to want you, and then it's up to you. If you do any of this, keep us updated. :smile:

Trying to decide how "romantic" I should be. She's moving, so a serious LTR is off the table. I told her I wanted something "less serious... Kinda casual" and her eyes glazed over.

Of course this was 5 minutes after telling her I thought she was sexy, and told her point blank I was interested, and she should 'consider me'. She admitted I hadn't even crossed her mind.

There it is OP. She's using you. You've probably been too agreeable/suck ars to her. Be a badass, stop offering/giving her things in exchange for her attention; and instead when she asks for weed ect, make her do stuff for you in exchange for the goods. I don't necessarily mean sexual stuff; even simple stuff like she has to go grab a drink at the pub with you first (don't buy her drinks though).
By doing this, what you're doing is making her earn the gift. If she says no, she's not doing that. Act cool and say, something like,
'that's ok, i'll go to the pub with someone else instead'.
(that's still using the pub example. It takes the focus off the gift, and instead puts it on her working for your affection, opposed to the previous reverse order: and even better, it implies you don't need her.) Don't worry about being mean, she'll be back in touch with you. Be careful though about making empty threats, she might be in touch with you sooner than you thought, to see if you're at the pub and she may even want to meet up; so what ever you threat, try to go through with it, or you might be caught out, which would completely blow your chances.
This will make you the dominant one in the interaction and she'll instantly become curious about you, which normally leads to attraction if you play your cards right.

If you are constantly texting her with blunt questions like "do you like me?", etc, and complimenting her at every chance you get, then you're likely coming across as weak, needy, or desperate. That shit will almost always kill the vibe for a woman.

That's real nice and all that touching her hand gives you a boner, but it hardly guarantees that it even means anything to her. You've made it clear to her what your feelings are, and she hasn't responded positively. Don't kid yourself dude. It sounds like the signs are all there. No point in being dense about it.

You can get out of the friend zone and it takes work. 1. Be aloof, and make sure your body language doesn't give you away and be confident. 2. Girl has to acknowledge that other girls want you 3. Break the touch barrier. Subtly, very very subtly or else it's creepy. Her hands, or anywhere else it ain't creepy. 4. Turn the tables. Girl has to feel like its her idea to go after you. 5. Don't make it seem you're trying to wife her up. Just sexual attraction and keep it at that or else you'll never come out of the friend zone

OP, there are no easy options for you.  You are going to have to man up and do something outside your comfort zone.  There are no concrete ways out of the friend zone; you done got yourself in some really shitty territory to be in.

In my experience, the best way out is through jealousy.  And im not talking about willy nilly shit, you need to lay it the fuck on.

The first hint you ever dropped she got the picture, women are extremely intuitive.  Dropping additional hints just makes you look desperate.  So first, never drop a fucking compliment or hint ever fucking again!  All of that shit you’ve been texting her STOP!  I fucking mean it!  You don’t do that shit until well into a relationship, until then you keep her guessing!

Ok, so you’re not texting her as much and you aren’t actively pursuing her.  Hit her up every once in a while, tell her a funny joke, have a conversation whatever.  Tell her you ran into a chick that you used to be crushing on hard at a coffee shop and had an awesome conversation with her, and you’re excited because you’re going on a date with her next weekend.

Now im only guessing, but you probably come off as a fairly inexperienced dude.  So when you’re telling this next story don’t go crazy acting like you were mister dominant Alpha dog with this chick because it’s probably not congruent with your personality. 
Now, next time you hang out with neighbor girl she might ask how the date went (this is a good sign), that’s when you say.  Oh my god it was the fucking craziest thing of my life, but I really shouldn’t talk about it (with a big smirk on your face.)  If she tries to drag it out of you that’s a good sign.  This is when you tell her that you guys got pretty buzzed and stumbled back to her place where you started making out on her couch.  One thing led to another and before you knew it she was mounting you and going wild.  Before that night you didn’t even know a girl could cum that many times!  Just when you thought it was over she asked you if you knew how to make a girl squirt, you said no, she said don’t worry I’ll show you.

So you get on your knees while she’s on the couch and she shows you how to thrust your finger inside her just right and she starts going fucking wild, you do it harder and harder until finally she has this massive squirting orgasm and convulses so much that she falls off of the couch and on top of you screaming and twitching as you lay there helpless for the next few minutes.
