Well, to live underground would necessitate a surface presence. Even if you were on earth, you couldnt just go live underground (short of find some massive caves, which idk if mars has any, it could)you would need to start drilling on the surface. This would just add to the already long list of things you need to send out there.

But, I agree, living underground would be warmer... its closer to the planets core. Also, there are theories that suggest (weak evidence tho) that CH4 (methane) comes out from below the surface of mars (like on earth). This is a sign of some kind of organic life, so who knows.

But, in all reality, mars is the only option. If we were to do this, it has to be mars really. It takes about 8 months of space travel to get there, and the next closest planet is venus, which is just clouds of gas and shit. Mercury and Jupiter are next, and mercury is hot as fuck and jupiter's raging storms would destroy any object entering its atmosphere...
