if import tariffs are reduced and the import product is cheaper than the
domestic product, which would you buy? we see this in the US today with
foreign made goods being imported at a far lower cost than can be produced
domestically. would trade tariffs not be a Haitian internal issue? oh wait...
weren't they known for their corrupt government under Francois Duvalier?

what about the other causes for decline in Haitian rice production, such as
soil conservation, when lss and less usable farm land is available because
the top soil is washed away and no rice can grow it negatively impacts the
production of the grain, seems that's another internal issue

The good that was produced in my country, while I still could.

Yes but but between misappropriating a a few million usd, putting  a curse on Kennedy, and being a repressive anti-communist I cannot find anything about his interaction with trade, although I'm sure there could possibly be a tie.

Say what you will.  Small plots of land, farmers not receiving aid intended for them, subsequent lack of machinery and sustaining rice, and floods all played a role.  The fact that we intentionally destabilized Haiti's food markets (who knows oil market as well?) by lowering or letting tariffs be lowered was the more important factor in this whole ordeal.  I haven't researched the role of the IMF in Haiti yet, but I assume they had at least as much of a role in Haiti as they did in Jamaica- which was a significant one.
