It will probably pass but I just don't see how this can be enforceable. You know how many millions of people stream and torrent shit? Alot. What are they going to do send a letter with a fine attached? Your ISP can already do that. They would need to hire thousands of more people just to handle copyright issues.

this is directed towards people uploading streams i believe, not the streamers themselves.  and yes criminal justice programs are being pushed heavy by colleges, so indeed they are hiring thousands

This isn't going to happen unless you see major changes to the entire American landscape, like hard labor sentences added to jailtime and many many more private prisons.  Even then you'd have to pay jailers and pay for the maintenance of the buildings.

Prisons don't make money; they only create debt.  Since most prisoners either aren't substantially fined, or don't ever pay their fines it isn't like the state is slaving or pimping prisoners or making any money off of locking people up.  Prison is money redistribution.  Lock up the people you don't like and give the people you do like jobs to watch them.

Take voting rights away from people who won't vote for you and give jobs and money to other people to encourage them to vote for you, or give it to people who you know will vote for you to keep them solid in your camp.

There isn't enough money to lock any more people up.

There isn't enough money to build anything.

The U.S. government is in serious debt and major world economic changes are being made.  The U.S., without really going "police state" can't afford to lock people up unless a bunch of other people are willing to do it for free.

Like others have said, this is a numbers game.  They can make it the law all they want and then selectively enforce it, but you can't just *stop* streaming media lol.

Furthermore, it's easier to hide than it is to seek.  Using anonymizing programs like Tor can make it very difficult if not impossible for government authorities to track people down, especially economically so.

It's all about the money, and they don't have any more.

yeah, but if the law passes, it means that all websites like the shroomery which allow embedded videos and such will have to remove that feature, because they run the liability of people embedding videos with copyrighted content on their site. 99% of the internet sites in the US will just remove the feature to cover their asses.

it's impossible to eliminate streaming but they can sure make it a pain in the ass by going after site hosts.
