I don't see this happening. If only one broadband provider remains who streams the internet at normal speed everyone will chose that provider instead of the providers who limit internet speeds to certain sites. I also don't see this giving any problems outside of America, because I don't see my country implementing such a stupid system.

That PC you use to rip a copy of The Empire Strikes Back to your hard drive could be confiscated and either destroyed or sold at government auction. Other criminal penalties for infringement would be toughened, including up to 10 years in prison for posting copyrighted material online if its value exceeds US$1,000.
That's just a short list?there is reportedly more objectionable stuff in 24-page draft of the bill. (We called Rep. Sensenbrenner's office in an attempt to obtain a copy of the draft legislation, but have not yet received one.) Update: a draft of the bill (PDF) is now available.

I don't see how the government can sensor the web. Copies of foreign third party browsers and foreign ISP's will leak into the US and be used, like satellite, you will just have to pay a little bit more for complete net freedom, and that's all the government wants, you to spend more money.
