Yup, the cashing in on Iraq has started. This was pre-ordained and Cheney will make millions off of this deal. Operation Iraqi Freedom? Puh-lease!


Democrats question Halliburton deals

WASHINGTON (CBS.MW) -- Two top Democratic lawmakers are demanding an investigation into whether the Pentagon is favoring Halliburton as a contractor because Vice President Dick Cheney once ran the company.

Halliburton's KBR subsidiary (formerly known as Kellogg Brown & Root) has already been awarded a "no-bid" contract from the Army Corps of Engineers to fight oil well fires in Iraq.

The company (HAL) was also one of five U.S. companies selected to compete for $600 million in contracts from the State Department's U.S. Agency for International Development to help rebuild Iraq's oil industry and other vital infrastructure, but the company said it would not bid on that contract. Reps. John Dingell, D-N.Y., and Henry Waxman, D-Calif., asked the congressional General Accounting Office "to investigate allegations that Halliburton has received special treatment from the administration over the past two years in the awarding of Defense Department contracts," according to a letter they sent to GAO Comptroller General David M. Walker. Read the letter.

"The vice president has nothing to do with awarding of defense contracts, the bidding process or current work orders," Halliburton spokeswoman Wendy Hall told CBS.MarketWatch.com. "With more than 60 years of government experience, KBR has a proven track record of military contracts."

Halliburton, primarily an oil-services company, ranked as the 37th largest defense contractor in 2002, with contracts totaling $483 million. One of its contracts was to build a prison in Guantanamo Bay, Cuba, to hold prisoners from the Afghan war. See the list of top defense contractors.

The company had a larger share of Pentagon contracts in 1996, with deals totaling $574 million.

Cheney, who was defense secretary under the first Bush administration, was chief executive officer at Halliburton from 1995 to 2000. He will receive less than $180,000 a year for five years in deferred compensation from the company.

The company said Cheney's deferred compensation would not be affected by the company's current or future performance.

Dingell and Waxman noted that KBR had been fined for fraudulent billing in 2001 and that the GAO had found that the company had overbilled the Army on several occasions, including charging $86 for each sheet of plywood delivered to Balkans.

The two Democrats also noted that the Securities and Exchange Commission is investigating Halliburton's accounting practices beginning in 1998, when Cheney was still CEO.

The initial $600 million Iraq rebuilding contract could be awarded later this week or early next week, Andrew Natsios told Reuters in an interview Tuesday.

Bechtel Group, Fluor (FLR), Parsons and Louis Berger Group are in the running for that contract. Halliburton chief operating officer Douglas Foshee told Reuters his company "could participate as a subcontractor."

The administration has asked that the Defense Department be put in charge of the bulk of the reconstruction of Iraq, the supplement funding bill for the war passed by the House and Senate allows the State Department to retain that responsibility.

The final version is still be negotiated and the White House could prevail.

The contracts to rebuild Iraq have also angered European allies, especially the British who complained that their firms are being frozen out of the bidding process even though their troops are fighting and dying alongside the Americans.

Other European companies point to World Trade Organization rules that they say require open bidding for the work without regard to nationality.

First of all, Cheney already donated all of his stock to charity when he left the company.

Secondly, all of this "public outrage" (as misdirected as it may be) has caused Halliburton to withdraw from any further consideration for engineering contracts in Iraq...so go ahead and pat yourself on the back for a job well done. You have successfully blocked a qualified and respected engineering company from doing what it does best at a time when thier service is needed.

Edit: I looked and found nothing. Nothing at all about Cheney being payed by the company. I'm not saying I couldn't have missed something, but I didn't find anything.

In canada we get HUGE tax breaks for "donating" to charity.  It probably saved him more money than it cost, but he really cares about stuff like that, and is a wonderful person to give so generously. :tongue:
