In theory, it shouldn't be too expensive (less than $1000) to build a solar powered WiMax repeater... With the range of WiMax, he would only need a single repeater at the top of whatever is blocking his line of sight.  He would still need to get property rights, and probably put up a small tower (ham radio sized, just enough to get above the trees).  Worst case, he could use microwave... there are plenty of options other than satellite.
