XFX Radeon HD 4350
I wouldn't be 100% on that being able to handle 1080p though.
Do you mean 1080p (the television standard) or 1080 lines of resoluion? It can definitely do the latter, but maybe not the former.
ASUS GeForce 220 GT
This one might be able to handle things like HD video a little better, and isn't much more expensive if you do the rebate.

$50 for a video card isn't much at all. You might want to tell your friend to try to find an open-box GeForce 260 if he/she can. I know EVGA sells their returned/open items for like 50-60% of the regular price on their website.

The story goes, or the way that I was told
There was a king that always felt too high and then he fell too low
And so he called all the wise men to the hall
And begged them for a gift to end the rises and the falls
But here’s the thing, they came back with a ring
It was simple and was plainly unbefitting of a king
Engraved in black, it had no front or back
But there were words around the band that said
Just know: This Too Shall Pass
