Are the chunks round and square or are they flat like normal garden bark?
Leaf curlage isn't bad at all, that means that your plant is just trying to adapt to something in the environment, whether it be soil or inconsistent humidity levels, it just means that it is trying to adapt.

I've had this plant for 3 months now and it hasn't grown much since I received it.

it has both. plus pieces of charcoal. I just removed the really big hunks of charcoal, leaving only small pieces.
I mixed it with the soil and perlite and it looks a lot "cleaner" than the soil mix it's been in.
I think it was 50/50 perlite/cheap generic potting soil.
I also discovered that a large portion of the plant (2 nodes deep) had been underneath the soil, and that it was very dark (almost black).

I put some rocks at the bottom of the pot for drainage. I'll see how it works out.

I would Take Cuttings from the healthiest part of the plant and hope that the rest of it recovers from what looks to be stem Rot ICW.
My Sallys do not get any direct sun light and grow mostly under CFL's.
I might mist her once a week when i remember but they do adapt to low RH environments.

As Far as soil is concerned I like the Mix below the best.

1 Part Worm Castings
1 Part Perlite
1 Part Vermiculite or Coir or mix of both
2 Parts River sand 2-3mm grit (rinsed well)
Layer the base of your pot with stones.
Feed with Kelp based Plant food every 10 days.( don't use fish emulsion foods like seagrow or nitrosol)

Larger pieces should be relatively good for better drainage... As long as they aren't too incredibly big I wouldn't mess with them....

If it was under the soil, chances are the soil is just clung to the stem... You need to start worrying if the black starts creeping up the stem above the soil and it is solid black and squishy... When that happens, you have to take a cutting from non-rotted parts and re-root.
All my sallies grow in about 20-30% humidity, and the strong ones can handle direct sun all day- and it doesn't even bother them.
New, small plants, under a few feet tall, should be under a shade cloth, or fluorescents, or LED's, or a HiD if it is backed out a bit.

the dark bit isnt under the soil, but its not squishy at all. most of the leaves with the dark patches seemed to drop off, and there dont seem to be new blotches appearing on the other leaves, and theres lots of new leaves coming up, so am hoping it will be alright. will keep a good eye on it and see what happens.

I think it's doing fine as of now, but I accidentally went to long without watering it and today when I woke up it was wilting and about half of the leaves were completely dried up. When I watered it, it stood up strait but now the leaves are all crunchy.
should I cut them off or let them fall off naturally?

You can do either- if they are really crunchy and brown and crispy then for sure clip them off... Do a lot of misting too...

I prune browned or wilting leaves and put them in a bowl I have in my airing cupboard. Every once in a while I pestle and morter them (as they get crispy dry there) and store in a jar for later extraction when I have enough.

salvia leaves are pretty potent, after a few bowls of crushed leaves from one of my plant I was almost breaking through.

Grow your plants in some coco coir. Canna coco works great! foliar spray with some VHO as well. Good luck!

Definitely... I've been vermicomposting (worm farming) for about a year now and I will NEVER regret it... A good upward-migration system worm farm is a sound investment... I've only had to pay for fertilizers and foliar sprays for maybe half of my plants or so now... And the best part is, the little dudes eat half their weight in food (table scraps) and my shredded bank statements, a day! Hungry little dudes....
