No, they can always escape the cycle of being born black.  If they lead a good life while black, they can be reborn Caucasian, Asian, or as a Jew (if they lead a REALLY good life).
You see, Oprah has led a good life- so in her next life she will probably be born into the white middle class, or even to a middle class Asian household; probably to a Korean mother and a white father.
Obamasaur on the other hand will probably be reborn in the Congo.

I hesitate to even speculate...  A black guy that can't even go out in the sun?  Cursed to walk with skin like a Caucasian but a nose big enough to smuggle drugs in?  Lips big enough to pleasure an elephant?

Maybe he was a warlord in Zaire in a previous life.  Hopefully he's making the most of this life, so that he can be reborn with similar skin but improved features and parents.

While Dragon Chaser is overgeneralizing the karma of reincarnation, I think there might be something to it.

However, no one will ever know.  The whole god and soul talk will just go on and on and on and will never be solved.

The best we can all do is just live our lives to the best that we can.

Hell, I'm not even religious.

The same cat sleeps on the same pillow as me every night.

The cat was just staring at me with those accusing eyes like I did something like it was be channeled by an outside force.

Then again, I accidentally left the door closed with my cat inside as I went to see a movie.  He was probably pissed.
