Dutch seek to stub out 'cannabis tourism'

AMSTERDAM, Netherlands (Reuters) -- It's last orders for foreigners at Dutch coffee shops as the government Friday decided to curb "drugs tourism" and sharpen cannabis policies amid European pressure.

A trial will start soon in the southern town of Maastricht, just across the border with both Germany and Belgium, where the sale of soft drugs to foreigners will be banned.

"We want to end all aspects of drugs tourism, the fact that people come to the Netherlands to use soft drugs or to take them home," said Justice Ministry spokesman Wim Kok.

The liberal Dutch laws on soft drugs, whose use is not allowed but condoned in a tacit acknowledgment that there are insufficient police to arrest all offenders, have been a thorn in the side to more law-and-order-oriented European countries.

In the Netherlands, cannabis smokers can openly buy and smoke the drug in hundreds of government-regulated "coffee shops."

The center-right government wants to call an end to the hordes of foreigners, mainly youngsters, on the streets of cities like Amsterdam prowling for a joint. Countries like France abhor the return of hazy-eyed nationals by train.

The Interior Ministry will work with towns and cities on ways to better enforce existing laws against the use of cannabis, including minimum distances between the so-called coffee shop cannabis cafes and schools.

'Grow-shops' targeted
The Justice Ministry will attack drugs tourism with international police cooperation and target large-scale hemp growing as well as the "criminal involvement" of so-called "grow-shops" where people can buy seeds to grow their own pot.

The Health Ministry, for its part, will study the possible health consequences of soft drugs with a high content of Tetrahydrocannabinol (THC), an active compound in cannabis.

This study could lead to a reclassification of the high-THC content cannabis as a "hard drug," spokesman Bart Kuik said.

The Netherlands, where customers can order a vast array of cannabis from coffee shop menus, has reportedly seen a steep rise in THC levels in Dutch-grown cannabis called "Nederwiet" due to refined growing methods.

Some doctors say cannabis use increases the risk of depression and schizophrenia but its use has been widely tolerated by the Dutch for decades. Coffee shops are prohibited from selling "hard drugs" and are carefully monitored.

The Netherlands, the first country to legalize euthanasia, last year also became the first to make cannabis available as a prescription drug in pharmacies for chronically ill patients.

The government also decided to step up public awareness campaigns to warn against the dangers of soft drug use.

It is their country and they can do what they like with it, but I think it is a mistake. I spend a week every year in Holland during which I blow through around $1500. The one and only reason I go is for the soft drugs and to get away from the Police-States of America. I used to only go to Amsterdam, but the last few trips over, I started to stay in some of the smaller towns. I don't have any idea how many people I represent, but I would guess quite a few. While sitting in coffee shops over there, I have met hundreds and seen thousands of tourist come through. Most of them made an extra stop in Holland for the drug tourism, not to see the barges full of flowers. Talk about biting the hand that feeds you...

I'm getting so tired of how conservitive the world is. It seems like everything I like is somehow banned, outlawed, or shunned. Can't I just live my life the way I want to if it doesn't harm anyone else?

yea man, I feel the same way too. They all tell us that we're "free".... as long as we don't pass the boundaries they set for us. Thank you very much but I am a living, thinking, human being capable of making my own choices of where I go and what I take into my body. As long as I don't harm another living person on this planet, get the fuck out of my face.

I often think there are a lot people who think the same way we do, it's just that there is such a taboo when it comes to drugs, that it makes it impossible to speak your mind about them.

Usually when I feel overwhelmed by those negative people, I just smoke and meditate. Makes the whole thing seem absurd, and it's a form of self-actualization.  :yesnod:

Don't panic people... it's nothing serious! International press just likes this kind of news. I've not seen a single article about this in a dutch papers, news, etc.

The 270 Amsterdam coffeeshops can easily deal with the +/- 120.000 tourists and 50.000 Amsterdammers who visit a coffeeshop per month (according to 2001-2002 data in dutch). According to the data-research 6% of tourists come to Amsterdam specifically for the coffeeshops and 26% eventually visit one.

So this threads title "The end of an era in Amsterdam" is a tad premature, if not utter nonsense. I would definately start a business if they banned foreigners from coffeeshops, money like water no problem

In border regions there does seem to be some nuisance though, with thousands of people a day visiting places with only a few coffeeshops. In the end it is up to these cities to make their own policy. The only real solutions would obviously be opening coffeeshops in Germany, Belgium and France. That would really cut back nuisance. Other cities take other measures, Venlo will open a big trucker style coffeeshop on the German border.

I remain quite sceptical about these measures. I highly doubt if it is possible within European regulations prohibiting discrimination of member Europeans. Perhaps it can be done legally, though I seriously doubt it.

On a brighter note: Today in the leading Dutch newspaper NRC Handelsblad under the headline "Nederwiet with high THC level not dangerous" an article that mentions a platform of experts known as the "Coordinationpoint Assessment and Monitoring new drugs" (CAM) that sent a letter to the Minister of Health saying a higher THC-level does not have a higher risk, if any only a slightly higher risk for novice smokers. It further mentions the University of Amsterdam's Criminology institute Bongers that called the Cabinets position "a worrying development"

This is the kind of report that came out just before the huge crackdown on mushroom in the Smart Shops of Amsterdam. Many news reports were published surrounding the violent, disruptive behaviour of people (mainly tourists) while on mushrooms. One girl jumped through a glass window, another threw himself over the ledge of a building.
Of course the media (very conservative) somehow singles out psilocybin and ignores the plethora of other compounds mixed into the idiots' system such as THC, Alcohol, cocaine, extacy, ketamine, etc.
And surprise surprise! once the legislation passed,  no more people throwing themselves out windows and rampaging through the streets all fucked up on mushrooms.
The stories are ignored, the masses dont read the published articles because no more articles are published. Stupid people still do stupid things but the media chooses not to relate those things to the public, effectively removing any fear the population may have of the dreaded evil mushroom..."go to sleep, we have taken care of you again! WE, your beloved governing force will watch over and protect you from yourself..."

Too bad they feel that way,I could care less about prostitutes, I want to go there for the weed, if I soak up some history and local culture while I'm baked, that would be great too. when I go there I'm likely to drop a lot of money, traveling is expensive, plus they have rreallyy good weed available legally which I would surely buy. and I wouldn't be a fucktard either, even though I'm American, I guess I can understand how they feel seeing as how a lot of frat boy types probably make a bad name for us over there.

Guys i live here, it really ain't going to happen well certainly not as quick as any media are spinning it, its a little more complicated now to have a joint and a beer (coffeeshops can't sell alcohol any more) however the solution across most of the centre of coffeeshop activity is very simple, "go next door" to one of many smoker friendly bars that are springing up.
Don't forget also that smoking cigarettes in bars is now officially illegal yet most bars in the city are flouting this or have a smoker-room which everyone runs into at the sight of the police to get round the law or just ignores them completely. As one of the posters in another thread mentioned "when the liberals get in it will all be solved", this i think will be off the back of support for Mr Geert Wilders right wing nut job party, who will take votes from the more moderate right wing parties who currently form the coalition with the PvDA (the PvDA are pro the status quo), the Next biggest party are the Socialist who are also pro, it would only take a left leaning liberal party to join them and they could quite easily form a government cutting the CDA all together after Wilder weakens the CDA and VVD more with more hate speak. Another thing to remember is CDA politicians like the Prime minister can talk about this till they are blue in the face but the party they share the coalition with were one of the instigators of the weed rules here and its in the Coalition agreement NOT to change policy on weed. Doing this could potentially result in the collapse of the government coalition and new elections again ha ha.
