I speculate from my own experience in the past, and also when listening to therapy sessions involving people that I observe having strong (over) reactions to other people.

Basically the negative inner dialogue is being projected onto other people and their motives, and this perception even if somewhat accurate (IE the person is actually speaking negatively) really only has the ability to stir because it seems to confirm or resonate with existing unhealthy beliefs or thought systems.

They may be in the process of trying to change their thought processes, but still sensitive (over compensating.)

On another tangent, years ago I came to the realisation that when I thought other people were negatively "judging" me, it was often because I was actually negatively judging them.
I assumed they were doing the same as I was...(read projecting.)
