I think I remember there being a fraggle rock cartoon but that's the only thing I can think of that matches your description.

They're little... mythical... bearded.... mining.... somethings.  I have no fucking clue what they are.  But lots of shit sparkled, you know that cartoon sparkle that's kinda just like a * getting bigger then smaller really quick, of pieces of metal or crystal or whatever. 

Dude this is driving me nuts.  I looked through the supposed entire catalog of shows played on cartoon network and didn't find it!

ROFL TODAY's SPECIAL... i used to love that show. 

I remember one time the mannequin dude got out of the store for some reason.

and there was this other time that mustache puppet guy SAM CRENSHAW.. omg i remember that..  something happened to his security room and it went all to shit.  the lights were freaking out and there was a skeleton in his closet for some reason and it freaked me out.

Im thinking of the garden gnome looking dudes, with the fox, every few episodes or so their whole way of transportation would get scrambled cuz this fox couldnt keep himself out of bear traps and these lil miniature people would just gather around the fox as he trips hardcore.

mad peaceful i thought it was on nicklodeon

You're thinking of David the Gnome.

And that intro to Fraggle Rock actually confirmed that it's *NOT* the show I was thinking of.  The thing I distinctly remember the most is the rail carts, and they were a very simple track and cart style mining cart, not the kind of set up shown in that little intro song. 

I'm starting to think that these might just be side characters in another cartoon or something... because I'm not finding much.
