Swiss to Vote on Marijuana Decriminalization, Heroin Prescription

Swiss voters will go to the polls November 30 to decide whether to approve marijuana decriminalization and the government's ongoing "four pillars" drug strategy, which includes the prescription of heroin to hard-core addicts. A Swiss Broadcasting Corporation poll late last month showed the decriminalization effort in a virtual dead heat, leading 45% to 42%, with 13% undecided, while the referendum on the broader strategy appears headed to easy victory, with 63% in favor, 20% opposed, and 17% undecided.

The referendum on marijuana policy envisages its legalization for personal use, with its cultivation and sale being regulated by the state. It comes a decade after Swiss voters narrowly rejected a similar proposal. An attempt to decriminalize through parliament failed in 2004.

While the vote on decriminalization looks to be close, the effort is supported by a 1999 government advisory committee report and the governing coalition, and it is picking up some unexpected allies. Regulation would protect young people, argued the Social Democrats. Somewhat surprisingly, the effort is also supported by the center-right or libertarian Radical Party and the respected daily Neue Zurcher Zeitung, which described both the decrim effort and the amended drug law as steps in the right direction.

"A policy which is only based on abstinence, bans and repression ultimately leads to more spending on welfare. It also is against the spirit of liberalism and leaves no room for people to take responsibility for themselves," the newspaper editorialized.

But not everyone is jumping on the decrim bandwagon. The rightist Swiss People's Party remains staunchly opposed. "Switzerland would become the drug Mecca of Europe," said People's Party parliamentarian Andrea Geissbühler.

The government's four-pillars drug strategy appears much less controversial, especially after a decade of pilot heroin prescription programs that have proven effective. Even the grassroots of the rightist parties approve, according to the poll.

"The number of drug-related deaths per year dropped from 400 at the beginning of the 1990s to 152 last year," said Felix Gutzwiller, a Zurich Radical Party senator, adding that each year some 200 addicts graduate from heroin maintenance to methadone maintenance. "It is telling that drugs issues are no longer top of the list of public concerns, unlike 20 years ago," he said.

QFT :thumbup:. When will people here realize that?

The only way for countries like the Netherlands or Switzerland to not become "drug meccas" is if other countries around them begin to realize the same thing

I thought that was a good quote too

but heroin prescriptions for addicts?  A lsd prescription for addicts would make more sense to me :shrug:

And it allows them to spend less time running around stealing from other people in order to not get sick from withdrawals and allows them time to concentrate on other parts of their life such as weening off and getting clean like you said OR just staying not sick and getting their lives back on track by getting jobs and getting back to being normal members of society.  At some point, an addict gets to where usually they don't really get high, they just keep from getting sick, but this cost lots of money and it takes lots of time to get said money.  If they don't have a job this involves scamming and stealing.  If they do have a job  and the supply runs out, then they get sick, can't work and lose their job...causing them to commit crimes to keep from going into withdrawals.  Its a vicious cycle.  Prescriptions would reduce the cost immensely and keeps the supply steady. 

Not to mention this would reduce overdoses because the supply will be safely measured.  This would solve a lot of the problems. 

LSD might help some of those addicts too :wink:

Why would that make more sense?

Heroin addicts are the ones resorting to crime to support their habits.  LSD addicts aren't out causing millions in thefts and armed robberies to get money for acid.

Sure, legalize LSD, whatever.  But... LSD is not "addictive" in the way heroin is.

When you don't get your LSD you may sit around and whine about how your dealer is shady and how you want to visit another world.  When a heroin addict doesn't get his junk, he can't leave his home.  He shits himself and vomits and feels more pain than women feel during childbirth, emotional and physical.

But heroin needs to be offered prescription, so that people can get themselves out of the never ending "how am I going to get my next fix?  I need to fix now" cycle.  So that people can stop injecting stuff cut with baby laxative and glass shavings.  So they can stop spreading HIV through needle sharing and getting infections that they can't go to the doctor for because its obvious they're a junkie.

Please Switzerland, give these addicts a way to regain their humanity.

man europe on the whole seems to be way more progressive than us in terms of personal liberties, good for them, maybe they can start playing big brother and show these brainwashed people what freedom really is.

he doesnt mean LSD addicts lol, he means give heroin addicts acid to help in kickin the addiction. LSD is well known to help alcoholics and i assume it works for other addictions too.

Not sure about that. I thought heroin is just more fun than methadone. So if you only give them methadone, they'll top it up with street heroin.

the withdrawls from methadone are worse than the withdrawls from heroin
the withdrawls from kratom are even easier, i say the medical industry looks into kratom.

I hope this goes through, we need more countries doing this and showing that it can be effective in dealing with the drug problem so countries throughout the west wisen the fuck up to their stupid idiotic policies.

Swiss say no to legal cannabis but yes to prescription heroin

Geneva - The Swiss decided Sunday to reject a proposition to decriminalize cannabis for personal consumption, but with a large majority voted to extend a government programme which gives heroin to hard-core addicts. The nationwide referendum saw voters back the government's so-called four pillar drug policy, which promotes prevention, harm reduction, therapy and repression.

Under the heroin scheme, started last decade, addicts can receive the drug in a clean clinic, under medical supervision and accompanied by therapy.

Public health officials said only addicts who had been using the hard drug for more than a decade and failed at rehabilitation are given the doses.

Some 1,300 addicts are said to be part of the programme, with some eventually moving to methadone instead of heroin.

Opponents of the programme said it failed to actually get the vast majority of addicts off heroin, but supporters countered that it lowered the rate of drug-related crimes and deaths, which had been a major problem in the early 1990s.

However, the proposal to decriminalize cannabis, the most widely used illegal drug in Switzerland, failed along with an attempt to lower the minimum retirement age to 62 without the person losing benefits.

The initiative sought to allow the Swiss to use marijuana and even grow it for their personal consumption, but opponents said it would increase cannabis tourism and turn the country into a "Mecca for drugs."

A vote on extending indefinitely the statute of limitations on acts of paedophilia was tight and final results were only expected to come in later in the day, though initial reports in the local media indicated that the proposal had a good chance of passing.

The government had objected to the indefinite extension and a yes to the proposal would be something of a surprise in this referendum.
