The interesting, yet not surprising part of that little speech is that mcain didnt attempt to sound sarcastic or comedic. At least bush tried to throw in a little humor when he said it.

Why would he attempt to sound humorous? He was making a serious statement about how he would write the bill differently.

Well, when a would-be president announces to the world that he aspires to be a dictator, you would think that he would try and pass it off with some humor. The fact that all of these people in power are using these hypnotic mantras shows that there is a conditioning process occurring.
