From my experience the best way to meet chicks are through friends, Especially female friends. If a chick sees you hanging out with another chick then that tells them you aren't a creeper and you might be a cool guy. I've recently met an awesome hippie girl through a female friend of mine (they have classes together) who loves smoking, shrooming, spirituality and pretty much everything I'm into. I haven't been with anyone for over a year and this all kind of fell into place, so you'll find a girl and probably meet a lot of cool people along the way.
Just got to concerts, parties, join some activity groups that interest you around your area to meet some people.
It can be hard to talk to a random girl you meet in line or on the street so do some practice to get your nerve up. Start saying hello to random people, then when you are comfortable doing that try having small talk about the weather or random crap.
It's also good to have an icebreaker.
If you see a girl you want to talk to then go up and ask if she knows of any good restaurants or bars around town, compliment her on something, ask if she has a light, just anything to get a conversation going. (I have a thing for tattoos so when I see an inked girl I know I can always use that. I'll tell her I think it's a cool tattoo, ask her what it means, where she got it, show her mine, etc.)
