I mean fuck, I can't tell the difference in flac and mp3 except for that it's about 15x as large of a file size

There is no way you can't tell the difference between a 256kbps mp3 and a 64 kbps mp3.
I shall upload some samples when I get home that will prove that you are a silly man!

I've got a few programs that convert bitrates, and I do it when making data discs or uploading large files.
I can't tell a difference unless other programs are running that cause skips or pops or clicks in the file

Ok, here's the DJ Food track "The Crow..." encoded at a range of bitrates. I'm confident you can tell them apart. I've encoded them using LAME 3.97, and I've used --cbr just to simplify things a little.
Here are the files:
*8 kbps* *16 kbps* *32 kbps* *64 kbps* *128 kbps* *256 kbps*
It's possible you might not be able to tell the difference between 128kbps and 256 kbps if you don't have a great sound system/ears, but the rest should be pretty clear cut.
I find 192kbps LAME vbr pretty transparent on a consumer quality sound system.

plus changing the bitrate (ie, re-encoding) an already encoded, lossy file is going to make it quickly degrade to absolute shit. once something is encoded from flac or wav or whatever non-lossy format to a lossy format (mp3, m4a, ogg, etc), you shouldn't re-encode it, and you should definitely not try to convert it back to a non-lossy format
