Is it normal that anytime I power down my system it loads the default bios settings when I power-on?

No it's not normal. Try updating your bios, if that doesn't work theres probably something wrong with your cmos battery.

Brand new board(Gigabyte GA-965P DS3)and I updated the bios two days ago.

I reduced the FSB from 450 to 400 and so far it seems to be stable. It kinda sucks though because that puts my e6300 @ 2.8g; really trying to hit 3.0. I've read of overclocks up to 3.5 on this board and cpu. I guess it's not too bad for my first one.

there has to be jumper, what is used for reseting bios, check out the manual for finding the jumper if you don't otherwise.

There is no jumper dude. To clear the bios you have to jump the only two pins there. In normal operation the two pins are not jumped. I guess they assume you have some extra jumpers laying around, cause they didn't send any with the board.

I'm thinking it's the RAM. It's Patriot DDR2 800. If I keep it below 900 it seems to be OK, but as soon as it goes above that, it starts having trouble. Right now it's stable at 3.0g@1.45v, 430fsb, memory at 860 @2.2v.

When you kep your fsb below 900 your setting don't restart after shutting down?

The memory speed was @ 900. FSB @ 430x7 = a cpu frequency of 3.01.
