House approves $39.7 bln spending cuts

WASHINGTON (Reuters) - The House of Representatives on Monday narrowly voted to cut $39.7 billion from federal spending over five years, including health care and other social welfare, as part of a conservative push to contain these growing programs.

By a vote of 212-206, the House, at the end of a rare overnight session, approved the spending cuts, which were opposed by Democrats.

"We have a plan to reform the government and achieve savings," said House Budget Committee Chairman Jim Nussle, an Iowa Republican.

In separate legislation, the House also approved a 1 percent reduction in spending this fiscal year for all federal programs, except for the Veterans Administration, to save an additional $8 billion.

The five-year budget bill, which was trimmed from the nearly $50 billion in savings approved by the House last month, is expected to be debated by the Senate this week.

Democrats criticized spending cuts to student loans, child care and other programs. Rep. John Spratt (news, bio, voting record) of South Carolina, the senior Budget Committee Democrat, complained that Republicans were negotiating last-minute deals to help medical equipment manufacturers and suppliers, while maintaining reductions in some programs for the poor.

Rep. Chet Edwards (news, bio, voting record), a Texas Democrat, said, "This bill under the Republican leadership makes Scrooge look like a philanthropist."

A large chunk of the spending cuts, about $11.2 billion over five years, would come from Medicare and Medicaid, the health-care programs for the elderly and poor.

The Center on Budget and Policy Priorities, a liberal-leaning economic analysis group, said the bill would raise co-payments for many Medicaid beneficiaries, "as well as the premiums they can be charged to enroll in Medicaid in the first place."

Additional savings would come in student loan programs, which Massachusetts Sen. Edward Kennedy (news, bio, voting record), a Democrat, called "the biggest cuts to student aid programs ever."

The spending-cut bill also would make a significant change to U.S. trade policy.

If enacted, it would repeal a trade law known as the "Byrd amendment" that allows the government to distribute some duties it collects on foreign goods to U.S. companies involved in trade disputes with foreign competitors.

Under a compromise, the law, which has been declared illegal by the
World Trade Organization, would be repealed after a two-year grace period.

American companies have collected more than $1 billion since 2000 under this law.

Throughout this year, the Republican-led Congress has been pushing some form of spending reductions, which they said were necessary in light of huge U.S. budget deficits and unexpected hurricane clean-up and rebuilding costs.

The $39.7 billion in savings would be dwarfed, however, by an estimated $14 trillion the government is expected to spend over the next five years under a Republican budget plan approved last April.

Democrats argued that the spending cuts were falling disproportionately on the poor as Republicans also were pushing through Congress tax cuts for the wealthiest Americans.

Some of those Democrats have acknowledged the need to control the growth of these federal programs, a problem that will only get worse as baby-boomers retire and enroll in federal programs such as Medicare. But they argued that long-term reforms, not stop-gap spending cuts, were necessary.

House Republicans abandoned earlier attempts to cut food stamps by about $700 million. The program helps the poor buy groceries.

The government would gain $3.6 billion in revenues over five years by raising premiums companies would pay to the Pension Benefit Guarantee Corp.

Keep the tax cut, scrap programs. Especially "social programs".

Looks like the VP just came in from the Mideast soon enough to BREAK the budget tie in the Senate. The budget has passed the Senate.

I'm not sure if your aware of the premise of a "Loan". But it means that I pay "you" back all the money that "you" made available to me to pursue my education.

And the fact that you think a modern society can survive for long without a strong educational system turning out engineers, doctors, teachers and those in the medical professions is even more off base than most of the things you say.

Which is, in itself, saying alot.

Where in the phrase "student aid funding" do you find the word "loan"?

You may also note that I mentioned social "scientists" and philosophers specificly. And for derision. To which I will at this time add lit majors and art historians and history majors and other assorted degreed wankers.

Loans? OK. Maybe even preferred rates. Gifts? Blow me.

I'm not sure how far removed you are from your school days you are, if indeed you ever did attend any higher educational establishment, but the majority of "Student Aid Funding" is in the form of loans, not grants or gifts.

I fill out a FAFSA form every semester. This is a Free Application for Federal Student Aid. I'm applying for low-interest government loans. I dont know where you get your assertion that the government is willy-nilly throwing money at students, but I assure you, this is not the case. My parents are dirt poor. I get the maximum amount of funding possible, and out of a total of about 8500$ payed out every semester, less than 500$ of that is in the form of grants. And that is in the form of a Wisconsin Higher Education Grant, which isnt even covered under Federal Aid. The balance is in loans which I *will* be paying back.

So again, I'm not sure what your problem is with funding higher education. I'm sure some of the hundreds of billions of dollars you are throwing at your precious Military-Industrial Complex could find its way into the pockets of Colleges and Universities nationwide to pay for its students. After all, where are you going to get your bombers and guns and chemical weapons if you dont have engineers to design them? Buy them from China?

Nonetheless, this is a simple equation engineering students can understand, even most English students. "Funding" does not equal "loans". It may include loans but it does not equal loans. Your snippy little assertion to the contrary. (I did attend a higher learning establishment, and I did I have a scholarship, for which I was very grateful and for which I had no "fucking sense of entitlement to". You should kiss the ass of every taxpayer who gives you money or loans it to you at less than market rates.

Good for you. I wish you the best. I resent your sense of entitlement. Say thank you and don't whine that you didn't get as much as you did yesterday. That's all. Are you an engineering student or an art history major. I definitely think they should receive different levels of aid (AH-none, engineering based on ability) You do realize that your tuition payments cover less than half of your cost. You are already subsidized even without grants or low interest loans.

Talk about reading comprehension. I say the majority of Student Aid Funding is loans, not grants or gifts. You say Funding includes loans. What the fuck are you arguing about?

As for filling out the FAFSA. I'm not complaining about the thing. Its a 5 or 10 page internet form, it takes 30 minutes. I merely included that to show you that I have some experience with student aid and to quickly acquaint others with the process. Do you understand this?

As for my sense of entitlement. For some of us, student aid money is not a luxury that we blow on beer and dope. It is a necessity. I go to school full time, I work full time. Before you start crying, understand this, I'm NOT Complaining. I have no problems being poor while I complete my education. I'm GRATEFUL for the chance to pursue something I love to do. But I am telling you, flat out, that if my LOANS were reduced 1500$ per semester, which as I understand it would be, I would simply not be able to afford school. This is why I'm upset about this provision of the spending cuts.

If you still cannot understand this, I will try again.

There's a long string of this argument, which started with you complaining about "funding" cuts. I said why should I fund you. You said something about loans. I said funding does not equal loans. Some funding is gifts.

And you did indeed sound like you thought you were entitled. If not, I apologize for misreading your attitude. I also wish you well. If all this is true, good for you. What's your major?
