WASHINGTON - House Republicans voted to cut student loan subsidies, child support enforcement and aid to firms hurt by unfair trade practices as various committees scrambled to piece together $50 billion in budget cuts.

More politically difficult votes ? to cut Medicaid, food stamps and farm subsidies ? are on tap Thursday as more panels weigh in on the bill. It was originally intended to cut $35 billion in spending over five years, but after pressure from conservatives, GOP leaders directed committees to cut another $15 billion to help pay the cost of hurricane recovery.

President Bush met with House and Senate GOP leaders and said he was pleased with the progress. He also appeared to endorse a plan by House Speaker Dennis Hastert's plan for an across-the-board cut in agency budgets, perhaps including the Pentagon, by the end of the year.

"I encourage Congress to push the envelope when it comes to cutting spending," Bush said.

Dozens of issues are at play as Republicans in both the House and Senate cobble together the sprawling budget bill. The measure is the first in eight years to take aim at the automatic growth of federal spending programs such as Medicaid and Medicare.

In the Senate, the Budget Committee voted along party lines to bundle together the work of eight legislative committees into a bill that will be debated next week by the full Senate. The Congressional Budget Office said the Senate measure would save $39 billion over five years ? $4 billion more than the budget passed last spring.

Pressed to produce more savings than the Senate, House committees took more political chances in drafting the $50 billion House plan, which has become a rallying point for the GOP's conservative wing and its anxiety about hurricane relief worsening the deficit.

The House Education and the Workforce panel, for example, was told to generate $18 billion in savings over five years. On Wednesday it approved squeezing lenders in the student loan program and raising premiums to employers for government insurance of their employees' and retirees' pension benefits.

It also imposes new fees on students who default on loans or consolidate them and higher fees on parents who borrow on behalf of their college-age children. California Rep. George Miller (news, bio, voting record), the senior Democrat on the panel, called the package a "raid on student aid."

The Ways and Means Committee approved on a party-line vote a plan by its chairman, Rep. Bill Thomas, R-Calif., with so many difficult-to-swallow provisions that lawmakers and aides whispered about whether the intent was to make it hard for GOP leaders to win its passage in the full House.

It includes $3.8 billion in cuts to child support enforcement. Rep. Earl Pomeroy (news, bio, voting record), D-N.D., charged that Republicans were appealing to the "constituency of deadbeat dads."

The bill also would tighten eligibility standards for foster care assistance in nine states and delay some lump-sum payments to very poor and elderly beneficiaries of Social Security's Supplemental Security Income program.

"It was abundantly clear that Thomas didn't want to do this stuff," said an aide to a Ways and Means Republican who spoke on condition of anonymity but cited meetings that occurred behind the scenes. House GOP leaders this month directed Thomas to produce $8 billion in savings, eight times the original target he was assigned.

The Ways and Means plan also would eliminate payments to industries harmed by unfair foreign trade practices. Those payments come from the proceeds of duties on foreign goods "dumped" into the U.S. market.

The House Resources Committee approved a controversial plan to raise $2.4 billion in lease revenues by permitting oil drilling in the Arctic National Wildlife Refuge.

Minority Democrats opposed virtually everything that was done, saying Wednesday's actions are part of a broader GOP budget blueprint that also calls for $106 billion in new tax cuts over the next five years.

"They are targeting programs for poor people to pay for tax cuts for rich people," said Rep. David Obey (news, bio, voting record), D-Wis. Once those tax cuts are passed, Obey added, deficits will be increasing again.

Of course student loan subsidies are the first to go for Katrina rebuilding.  It is the most weak voting demographic.

Everyone knew it would happen.  Now kids from Iowa have to pay more for education so a town over 1000 miles away can build in a potential disaster area. :sad:

Yup, absolute horseshit. You can tell where the administration's allegiances lay. Heaven forbid they cut any of the billions worth of inefficient defense subsidies they have on the budget.

Federal payouts to higher education benefit the rich and the upper middle class more than any other demographic. The poster child may be the Negro College Fund, but the people who attend higher education are predominately well adjusted financially. It is a huge tax subsidy for the rich, and now it looks like the issue will be pawned off on hurting poor college students. The Federal Government shouldn't give a dime to higher education. They are State Institutions and private institutions. Let them foot their own bill.

They spend too much money anyway, and now colleges are doing extravagant things to attract students, like building them pools and health clubs and suites. Some of those campuses have a resort atmosphere. It is pathetic.

Lets say you have 30 students taking the same 10 classes. They pay 15 grand a year to attend college. Many colleges cost more, and some class sizes exceed 30 students. Those 30 students are paying a combined $450,000.00 That comes to $45,000 a class. That class probably only meets 2 or 3 days a week. My school had M-W-F classes and T-Th classes. Some night classes only met once a week. That doesn't seem to me to be a lot of work for what people are paying. And that is without factoring the federal money that already subsidizes these institutions.

Lets the states pay. Let local institutions, private charities, and ambitious successful companies looking for good PR to subsidize grants and scholarships. It is way past time to get the Feds out of higher education.

And the same goes for public broadcasting. Why have the federal government involved. The Feds only give 10% of the budget of NPR and PBS. And to get that 10% they probably have to spend half of that in compliance costs. Those programs can stand alone. Cut them off.

If you want to talk normatively, then how about we talk about cutting the defense spending so it is actually for defense and not for nation-building or world-policing?

I don't care who education subsidies benefit. I would rather see money spent on that then spending absurd amounts of money on things like Star Wars or forgiving Israel's debt every year.

How about we keep our defense spending. A strong military is a non-compromise, especially considering that we are at war. There are a plethora of social programs (hell, whole departments) that deserve the axe before one tank is taken off the battlefield.

When we finish up Iraq is a big WHEN. Why would we cut the budget now? There are plenty of social programs that can be cut easily. What is your favorite social program? The Department of Health and Human services has a larger budget than the Defense Department. Did you read that!? Yes, we spend more on that department, and it does god knows what...than our entire military!!! We have nuclear powered aircraft carriers for christ-sake.

Regardless, believe in whatever isolationist principles you want, but a threat needs to be handled with a strong and decisive force. There is no reason America should disarm herself during a time when she is not just one of the superpowers, but the SOLE superpower.

Did you not read when I said after we get out of Iraq? Of course I wouldn't cut defense budget when we're in the middle of the war.

I want to stop for awhile after Iraq and Afghanistan. I don't want any more wars or nation building. I want to help those nations shine a beacon of freedom though, and I want them to succeed. That alone leaves us enough on our plate.

I want to be out of Europe altogether. I want to draw down troops in South Korea and other stations. I don't want to be the world's policeman, but if we left everywhere and promised not to come back you would have a huge void.

I want Iraq to send a message that we finish what we started.

Then I want to lay low and let people get that message.

And if it ever happens again, we should finish what we start. That way, everyone knows that we don't really want to do it, but if we have to we will. And the important point is that once we get going, the only acceptable outcome is victory. Let them know that once we go, we fucking go big time. And once they know that, they will know to listen to what we say.

I also propose taking a shot of rum straight from the bottle.

I'd have to say, I'm in complete agreement with you. If we do go to war, I want it only to be because of a legitimate threat to our safety. Once we go to war, though, I would want nothing but the best from the greatest military in the world. In my opinion, our absolute best can only occur if we bring back our soldiers from places like Europe and Asia.

Victory in war is not a best hope, it is the only hope. There can be no other substitute. The implications of defeat are so far-reaching and disasterous that succumbing to it could lead to situations far worse than anything we are facing now.

I would hypothesis that our defeat in vietnam exposed a weak spot in the morale of our public and its effects are exactly what we are facing now. No doubt that weak spot is being directly targetted with each roadside bomb and IED. They know our history.

My school is only $3,000 a semester.

Pell Grants pay for $2,000 of that.

I also have subsidized loans, and a scolarship worth $5000 a year.
