Government advisers are due to discuss whether the downgrading of cannabis should be reversed after studies linked chronic use to mental health problems.
When the Advisory Council on the Misuse of Drugs last discussed the issue in 2002, evidence stated cannabis could worsen exisiting conditions.
Several studies have since claimed the drug can cause psychiatric problems.
The council's report to Home Secretary Charles Clarke will also analyse how to deal with stronger strains of the drug.
He wants to know if there should be separate laws to deal with hybrids, such as skunk, which are much stronger than regular cannabis.
The council's conclusions in 2002 helped persuade the government to make cannabis a class C rather than class B drug.
Police officers were also told not to arrest adults for possessing the drug for their own use.
Mr Clarke wrote to the council in March, highlighting concerns over studies that strongly-linked cannabis use to the development of psychosis.
However, he also wrote that since the downgrading of cannabis there had been no proven increase in use of the drug.
Sir Ian Blair, Britian's top police officer, has also said he does not want the relaxation of cannabis laws reversed as dealing with small amounts of the drug wasted police time.

Drug experts will advise ministers that there should be no reversal of the downgrading of cannabis from a class B to a class C drug following claims that it is linked with mental illness.
Members of the Advisory Council on Drugs (ACMD) are understood to have ruled out a change after hearing evidence from cannabis users as well as police and drugs charities.
The ACMD met yesterday and on Friday in response to a request from Charles Clarke, the Home Secretary, to reassess the dangers of the drug. This followed the recent publication of studies which associated cannabis with "psychotic" symptoms.
The drug advisers were also asked to provide guidance on a higher classification for skunk - a more potent form of cannabis - but it is understood that members of the ACMD think this would be unworkable.
Most cases of cannabis possession are now non-arrestable offences, but research published next year is likely to show some police forces are continuing to take a hard line against users.
A source close to the ACMD said: "The feeling is that the committee has given thorough consideration to all the research on the health risks of cannabis and that reclassification is not necessary."
However, this does not rule out a rethink. Mr Clarke has indicated he still may reverse the decision of David Blunkett, the previous Home Secretary, to make cannabis a class C drug even if the ACMD advises him against this.

And how the fuck would the distinguish between them. Only the grower knows the true strain once it gets dried there would be no way to tell a difference.

Perhaps you could test the level of actives, if it's even possible.
Of course, that would be bullshit and I doubt they'll do it. You're right in that there's no easy way for prosecutors or police to tell the difference between insane bud and high-quality bud without possible scientific testing, and even then it's iffy due to the presence of ThC-V or other chemicals than plain ThC.
