Bacterial Blotch or Mutation?

This is my first grow and I'm not sure if this is just a deformed cap or the start of bacterial blotch. Is the safe to eat? If it is bacterial blotch can i cut the cap off and eat the stem?

Looks to me to just be a wetter part of the cap tissue or it's starting to break down subtly. If you don't smell any thing it should be fine. It looks healthy. all your caps will have unique shapes and quirks to them.
Read more on contams and you'll start to get the hint that contams are usually pretty obvious (most of the time IMO)>

the cap is on perlite. the rest are straight up in the air but this one is laying down. It's also alot thicker in the stem then the rest
