Why are we playing  with rockets when we could be messing with electricity.  ?

I feel ionic  thrust  might get us farther.

Though hot air baloons can lift a lot

Hot air balloons can lift thousands of pounds, with lift capacity primarily determined by the envelope's volume, air temperature, and altitude. A general rule of thumb is that hot air balloons produce roughly 16 pounds of lift per 1,000 cubic feet of volume. A typical passenger balloon (approx.) can easily lift over 1,500 pounds, including the basket, fuel, and passengers.

Ionic thrusters represent an extremely efficient way to change velocity once in the vacuum of space, but have incredibly small amounts of instantaneous thrust, often on the order of 5lbf or less. This means that maneuvers take a long time to perform, up to several years for higher deltaV burns.

They are great for applications like station-keeping or long duration unmanned probes, where acceleration time isnt as important. For manned missions, the acceleration times are too slow to be practical.

Bring back nuclear bomb thrust.  The only way we can reach 5% the speed of light and bring base materials for moon and mars. Project orion program.  Ionic thrust is only for light weight objects.
