If some emojis (e.g. :hi: ) are saved via a download manager, they save as .gif, in accord with their filenames, but if saved using Save As, they become .webps...

Our CDN automatically converts images to WebP if your browser supports the format and it will save a significant amount of bandwidth. You can prevent this by changing the "Accept" header sent by your browser so it doesn't signal support for WebP. In Chrome-based browsers you could do this by installing the ModHeader addon and setting a custom "Accept" header with a value of "text/html,application/xhtml+xml,application/xml;q=0.9,image/apng,/;q=0.8". In Firefox it's a little easier.
