Upon reflecting on this subject, i think this is a great question.

To give an answer in black and white terms from how i perceive things, using 'native Americans' as the subject.

It is not okay to dress up as a 'native American'.
It is okay to dress up as a specific 'native American'.

The difference lies in the intent.
In the first example you are iconifying yourself with a social stereotype which may or may not be correct.

In the second example you are dressing up as a specific person and replicating their dress. Establishing the identity means that individuality is acknowledged and a common view such as 'all Indians are the same' is not the basis behind the fancy dress. This gives way to lenience and there-for acceptance to ignorance to matters of cultural significance.

The intent behind the movie counts too.  Let's use Disney since you brought it up.

Pocahontas was simply a story about white jesus.  Everything in it was a base characterization.  Native people were reduced to sexy ridiculous stoic cartoons, and at the expense of native people.  White voice actors much?

Black panther was a film that celebrated blackness.  It highlighted the strength and individuality of black people, and the cause for unity.

It's awesome that your son wants to be black panther, and you should get him the costume.  Just do't paint his face black, yaherd?
