When cell phones were still very primitive, there was a controversy, in the news, to the effect that 9-11 responders could find you, in an emergency, if they really wanted.
They chose not to offer that beneficial, charitable service, at the time, now about 25yrs ago.
It was always, conceivably possible, to track someone, through their phone. That has never been science fiction, even from the very beginning.
There are now apps and paid services, which allow the users to track phones and friends, conveniently.
It's technically possible to look at brand names and serial numbers, etc, to find whether the phone has these features, and they have been used.
Maybe, your hunch was reasonable and can be corroborated.
Maybe, you will be relieved.
