If you have your wits about you and knowing your firearms and machinery then you can do whatever you want. However I don't know how acquiring mats or machines for it is like in your country.
I know many people who would make their own .22 rifle rounds, I've seen the process, seems simple enough with the proper tools/supplies. Though they bought everything, it was pretty much just weigh, pour, crimp.
I don't think I could get the proper casing for 9mm here without a license. All guns and ammo need firearms license to purchase here.
Though, I guess this company can probably have no issues with ammo if they can import a gun. Though they say they send it pretty much piece by piece.
Shipping/packaging costs would make an expendable item like ammo very pricey.
I once owned a japanese airsoft 92fs that was meant to be converted with a proper receiver, mag, and barrel. it was almost all metal and heavy heavy. Supposedly easy to turn into an actual handgun. and this was before 3d printers. But it got seized by cops when they raided my apt for an unrelated charge.
