OK I did some basic 5 min research and found out its because the peroxide soaks into ones skin and its rate of decomposition skyrockets when it comes into contact with the blood in your outermost blood vessels. Basically its bubbling from beneath your epidermis

It can be used to treat cold sores, and cuts in your mouth. Mix baking soda as well if your disinfecting a cut or sore in your mouth, it'll foam up but it works nicely. Some people use it as mouthwash as well. My bottle says it aids in the removal of phlegm , mucus, or other secretions associated with occasional sore throat, but it gives directions to swish around your mouth and then spit it out. So I don't think it is supposed to be swallowed.
