I think I'm going to invest in Bain Capital.  Then, I'm going to buy stock in Haliburton.  After that, I'm jumping into my 10mpg SUV and driving alone to 7-11, where I am going to buy a pack of camels and a 32oz big gulp.  I'm going to go to a resteraunt and dump piles of salt on my food when i eat.  After that, I'll smoke a couple of camels and go roast a pipe-load."

Are restaurants legally required to submit cup counts to some authority?  Even then, they'd have a volume of soda sold and number of cups sold, but there's nothing to indicate which sodas went into which cups.  Most restaurants have a generic "soda" charge, I think it's mostly chain restaurants that register specific sodas on the receipt.  It's not recorded whether a customer bought Coke, Dr Pepper, Pepsi, etc.  So how do they know which sodas went in which volume size cup?

I've never seen someone use a register to count a refill on a soda.

And exactly why it won't work.  How much are they going to have to spend to enforce this?  Any reasonable method of enforcement beyond "the honor system" is going to cost too much for such little return.
