Keylogged me and I got the ip

So someone keylogged one of my computers which I believe is illegal in the first place, but not only did they do that but they also tried to steal some passwords, emails, etc. Which is even "more illegal". I recovered everything but in doing so (since I'm not a computer idiot) I recovered their ip address on multiple occasions. Now, normally I would just say fuck it but this person tried to mess with some serious shit. What's the next step I should be taking to connecting this ip address to a person? Is it possible to get a lawsuit on this motherfucker or shall we assume this hackers probably a bit smarter than this?

Why did you download their keylogger?

I take it, it was disguised as something else but still I would never download executables from an untrusted source.  :shrug:

Its very hard to go from an ip address to a person. Its possible, but difficult. The problem is that it could have been a dynamic IP used by a VPN or VPS or both. They could have used proxies to connect to said VPN/VPS (or used proxies after the VPN/VPS) making it even more complicated. The best thing to do now is to change all of your passwords, and all the password recovery questions (those questions and answers you type to recover your password). You might also want to notify your bank and order new credit cards.

if thats not proxy, there are modern techniques for getting a nearly exact location from IP address. 

I dunno them, but they're out there.

i've checked a website that was supposed to do this and it was mostly incorrect... like i'd pull people IPs out of emails (and i knew exactly where they were email from, usually it was just me checking my own locations to see if it worked) and it actually worked one time out of like 20.
