:crazy2: As long as the car is not reported stolen, I don't know how your friend can get in trouble for stealing it...

In my state, insurance is required for every car.  If you are caught driving a car that is not insured, you face a fine and possible jail time.  The owner of the car will not get in trouble if he is not in the vehicle, but if your friend has an accident, his insurance will not cover it since the car is not insured.  If the car WAS insured, you let him borrow it and he has an accident, his insurance would cover it.

If you lived in my state, the worst case scenario is that your friend crashes your car, gets arrested for driving without insurance, and you have to pay for the damage to your vehicle.  You should look up the law in your own state though because every state is different.

Really risky, if he crashes it his insurance will not cover it.

All though if he gets pulled over on a random plate scan for no insurance, you can say you have been working on modifying the car and he took it without your permission. But then of course he'd get really pissed at you.

I just read the laws, no mention of race so it seems to cover every driver/motor vehicle

exemptions include antiques/classic cars issued permanent registration,
tractors and farm trailers, snow mobiles and ATVs as well as a few others

no white man exemptions
