Im not sure what a state planned city is but they do already have so huge unoccupied brand new cities. Just sitting there, waiting lol.

That is what one report suggested. WHy would they need these for
spy satellite's though? The military technology is no doubt far
superior than what google can do. They could probably pop a zit on
your face with their lens for you.

Err, how does high performance negate the need for calibration? In reality, the opposite is usually true. The higher the performance, the higher the need for calibration.

By providing terrestrial patterns of which the exact geometry is known, and which can then be used to interpret the data that are collected from aerial or satellite imaging equipment.

I don't know; the calibration hypothesis sounds like a realistic possibility to me, but I have no specific information on this.

Simplistically, the satellite knows that a specific zig-zag is at this point.  Yet when the satellite looks at where it thinks that point is, it's 15 feet off to the west.  It's out of calibration and everything will be reset 15 feet to the east so that when it looks at the coordinates of the zig-zag, it's pointed right at it.

Not sure about the history or where the US sites are.  There are multiple ways calibration could be done.  Using large structures like this is one way though.  If I had to guess, I would think this is just one of multiple redundant systems in place.
