I repeat, there is no sperm in the urethra if you have urinated since your last ejaculation.  Cowper's fluid is unrelated to semen, it is produced in an entirely separate gland, it does not come into contact with sperm, the term "precum" is more slang and does not reflect any relation between pre-seminal fluid and actual semen.

I'm not a scientist or anything, this is all I remember from fucking sex ed in 6th grade.
