So how do you get something to form a sine wave

you have to oscillate it up and down with equal forces on both poles and then translate the material in the direction perpendicular to the oscillatory axis, in this case a photon, forward
so if you can radiate a photon forward like any missile meanwhile having cosmic microwave background uniformly affecting both poles you get your waves which all electromagnetic radiation forms
now why do we think the universe is expanding faster than light?
b/c of the extreme red shift of all the planets
but since photons have been propagating ever since the big bang wouldnt that explain the red shift
